# Admin submit application action for applications in submitted to verifier state

## Problem

When a funding round is closed, verifiers can no longer submit applications themselves. Applications that are stuck in the "submitted to verifier" state have no way to progress to board approval without manual intervention.

## Solution

A new admin action allows administrators to submit applications that are in the "submitted to verifier" state, transitioning them to "pending board approval" so they can proceed through the normal decision workflow.

## How it works

When an application is in the "submitted to verifier" state, an administrator can click the "Submit Application" button in the application decisions sidebar. After confirming the action, the application moves to "pending board approval" and the entry moves to "submitted", matching the same outcome as if a verifier had submitted it.

## UI

A "Submit Application" button appears in the Application Decisions sidebar on the admin funding application show page. It is only visible when the application is in the "submitted to verifier" state. Clicking the button presents a confirmation dialog before proceeding.
