Configurable admin and assessor lists with advanced filters

The admin and assessor user lists now use the configurable columns system, allowing organisations to customise which columns are displayed in each index table. Per-user column preferences are also available via the column select icon in the table header.
Name - Admin's full name with link to their profile
Role - Organisation role assigned to the admin
Email - Email address with unconfirmed email indicator
Phone - Phone number
2FA - Whether two-factor authentication is enabled
Enabled - Whether the admin account is enabled
Name - Assessor's full name with link to their profile

Invitation Sent - Date the invitation was sent
2FA - Whether two-factor authentication is enabled
Enabled - Whether the assessor account is enabled
Both lists now include advanced filters accessible via the gear icon in the search bar:
Account Status - Filter to show only enabled or disabled accounts
2FA Status - Filter to show only users with 2FA enabled or disabled
Filters persist across page navigation using session storage and can be cleared with the "Clear Filters" button.
Default column selections for both lists can be configured under Settings > View Settings, alongside the existing application column settings.
Both admin and assessor data sources now include a "2FA Enabled" field for reporting. The assessor data source also now includes a "Disabled" field.
