# Reopen a closed milestone from the milestone actions menu

## Problem

Closing a milestone was a one-way action. Once a milestone was closed there was no way to undo it from the admin interface — a milestone closed by mistake, or one that needed further work after being closed, could only be recovered by a developer running a console script. Because "closed" is a terminal state in the milestone workflow, there was no button to bring it back.

## Solution

A "Reopen Milestone" action now appears in the milestone actions menu whenever a milestone is closed. Reopening a milestone restores it to exactly the state it was in immediately before it was closed (for example, back to "Submitted" or "Internal Review"), so the milestone returns to where it left off rather than starting over.

## How it works

* The **Reopen Milestone** button appears in the Actions section of the milestone page only when the milestone is currently closed and the admin has permission to update it. It sits where the "Close Milestone" button appears for open milestones.
* Clicking it asks for confirmation, then reopens the milestone.
* The milestone is restored to the state it held immediately before it was closed. That previous state is read from the milestone's audit history; if no prior state can be found, the milestone is returned to its initial state.
* The reopen is recorded in the milestone's audit/state-change history (a transition from "closed" to the restored state), so there is a clear trail of when and how the milestone was reopened.
* Reopening does not send any applicant or verifier notifications and does not trigger accounting-system syncing — it is a purely administrative correction, symmetric with the existing "Close Milestone" action.

## UI changes

* New "Reopen Milestone" button (with an undo icon) in the milestone Actions menu, shown for closed milestones.
