# Funding round reminder option to only notify applicants who have not submitted

## Problem

Funding round reminders notify all active applicants when a funding round is opening or closing. This includes applicants who have already submitted an application to that round, which can be confusing or unnecessary since they've already completed their submission.

## Solution

A new option on funding round reminders allows administrators to restrict notifications to only those applicants who have not yet submitted an application for the relevant funding round. Applicants who have started but not yet submitted a draft application will still receive the reminder.

## How it works

When the option is enabled, the system checks whether each applicant has already submitted an application to the funding round being reminded about. If they have, they are excluded from the reminder. The default behaviour (notify everyone) is unchanged unless the option is explicitly enabled.

## UI

A "Submission status" section with a checkbox appears on the funding round reminder configuration form under Admin > Settings > Emails > Grants reminder. The label reads "Only notify applicants who have not yet submitted an Application" (the term "Application" adapts to the organisation's configured terminology).
